Unfortunately freezing your own status does prohibit you from seeing any contacts‘ statuses in return, so the setting works both ways. But you can momentarily change to "Last Seen" to "My Contacts" or "Everyone" to quickly check someone‘s activity timestamp if needed occasionally.
"Do my messages still go through normally if hidden?"
Yes, freezing status does not affect sending or receiving messages in any way. You will continue getting notifications as usual.
"Can people tell if my Last Seen is frozen?"
Rather than showing your last active time, it will now display "Last seen at" with blank/no timestamp. So contacts do see an indicator that your information is intentionally hidden.
"Can Background App Refresh override hiding status?"
An excellent catch! Yes, iOS and Android background activity can accidentally re-open WhatsApp and cause your "Last Seen" to unintentionally update. I advise users to disable WhatsApp‘s Background App Refresh permissions to prevent this issue entirely.
